Bennett Resources Pty Ltd, a subsidiary of US-based Black Mountain Energy, is advancing plans for an unconventional gas exploration project in Western Australia’s Kimberley region.
The Valhalla Gas Exploration and Appraisal Program proposes up to 20 unconventional exploration wells with hydraulic fracture stimulation (fracking) within Petroleum Exploration Permit EP 371, located about 123 kilometres southeast of Derby in the Shire of Derby.
The project targets hydrocarbons in the Laurel Formation at depths ranging from approximately 2,000 to 4,000 metres below ground level.
The overall land disturbance footprint anticipated for the program is around 112 hectares within the Canning Basin, a significant and previously explored petroleum region.
Exploration activities under EP 371 have been ongoing since 1995, with existing well sites and infrastructure currently under care and maintenance by Bennett Resources.
This proposal marks the re-emergence of unconventional gas development in the Kimberley after the Western Australian government lifted its fracking moratorium in November 2018, following a scientific inquiry finding low environmental and human health risks associated with fracking operations.
Bennett Resources, leveraging Black Mountain’s international experience in fracking over 2,700 wells, aims to confirm and appraise previous exploration success to develop potentially economically viable gas resources.
Despite the technical promise, the project has sparked significant environmental, cultural, and social concerns.
The proposal acknowledges the presence of endangered species such as the greater bilby, and potential impacts on groundwater and cultural heritage sites have been raised by environmental groups and Traditional Owners.
While Bennett Resources reports having support agreements with the Yungngora and Warlangurru Peoples, social licence and community opposition remain contentious issues, with calls for thorough environmental assessment continuing.
The environmental assessment process is underway, with Bennett Resources’ referral currently under review by the Western Australian Environmental Protection Authority (EPA) and the federal Department of Climate Change, Energy, the Environment and Water.
Public consultation phases have been opened, allowing stakeholders and the community to submit feedback. The EPA has published a response to the submission report as of November 12, 2025.
The proposal is listed under Assessment Number 2281 and remains at the stage of response to submissions, with further EPA review pending.
Economists and energy experts note that the project could contribute to addressing domestic gas supply shortages, especially considering the Canning Basin’s designation as one of the world’s largest undeveloped gas reservoirs.
There are hopes that gas development may support east coast energy markets via potential pipeline infrastructure and provide feedstock to north-west LNG facilities, with export opportunities also considered.
