The Australian Government is inviting Expressions of Interest (EOI) to complete Phase 1 works to decommission the 274-metre long Northern Endeavour Floating Production Storage and Offtake (FPSO) facility.
Northern Endeavour is permanently moored between the Laminaria and Corallina oil fields, which the government has also committed to remediating.
The decommissioning will likely involve three phases: Removal of the FPSO and disconnecting it from the subsea equipment; permanent plugging and abandonment of wells; and removal of subsea infrastructure and remediation.
The Federal Government is now inviting EOIs to complete Phase 1. Responses from qualified and experienced organisations are sought.
Work in Phase 1 is expected to include:
- Removal of the facility from the field in accordance with good industry practice;
- Installation of temporary barriers between the reservoir and the environment;
- Subsea and topside flushing, cleaning and demucking;
- Sea fastening for tow;
- Disconnection of risers;
- Disconnection of moorings; and an
- Ocean tow to a designated location.
Activities will be undertaken in close consultation with the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA). This will ensure strict safety and environmental protections are administered.

The Department of Industry, Science, Energy and Resources (DISER) will shortlist organisations for a more detailed Request for Proposal stage later in the year.
DISER will announce information for Phase 2 and Phase 3 contracts at a later date.
