
The Victorian government has delivered a positive assessment of the Environment Effects Statement (EES) for Viva Energy’s proposed liquefied natural gas (LNG) terminal in Geelong, marking a significant milestone for the project.
Victorian Planning Minister Sonya Kilkenny found that, subject to conditions, the project can proceed with “acceptable environmental effects”.
The approval clears the way for the next phase: the Final Investment Decision (FID).
Viva Energy’s project schedule targets the delivery of first gas in time for the Victorian winter of 2028, with major construction activities planned for late 2026 and 2027.
The FID will depend on securing suitable financial and commercial arrangements with industry counterparties.
Viva Energy CEO Scott Wyatt said the government’s decision, is a critical step for the project’s future.
“We believe the LNG terminal is vital to ensure the secure supply of gas to the south-east market. Moreover, it is an attractive development opportunity for Viva Energy that leverages our advantaged position in Geelong and capability to run large-scale facilities, supporting Commercial customers,” Wyatt said.
The Geelong LNG terminal is expected to play a key role in addressing the looming gas supply shortfall in southeastern Australia, particularly as demand peaks during winter months.
The project aims to import LNG and regasify it for distribution into the Victorian network, enhancing energy security for businesses and households.
Viva Energy is currently engaging with potential partners to determine the debt and equity structure for the terminal. The company indicated it will update the market as these discussions progress.
With the EES approval in hand and a clear project timeline, the Geelong LNG terminal is positioned to become a cornerstone of Victoria’s energy infrastructure.
The government’s decision reflects confidence in the project’s environmental management plans and its potential to support the region’s energy needs.
As the project moves toward FID, industry observers will be watching closely for updates on financial arrangements and partnership announcements, which will determine the final go-ahead for construction and operation.
